Managing Director: William Keating MCIOB, MCABE, MIIRSM
William Keating is a British businessman and distinguished military veteran. He is the founder of Keating Global, Integrated Engineering and Construction Consultancy. William is a Senior Construction Project Manager, experienced in managing large and complex construction, international development, defense and security projects in the conflict environments of Central African countries, Iraq, and Afghanistan.
He has extensive experience in supporting start-ups in challenging environments, establishing infrastructure, and securing logistical supply chains, while ensuring that Keating Global’s standard operating procedures and policies always adhere to both host country and international best practice, protocols and conventions.
Chief Executive Officer: Donal Cotter
Donal Cotter is a seasoned financial expert, economic development consultant and businessman with over 25 years’ experience in project management. He has held senior management positions on several international donor funded large-scale, complex, and innovative private sector economic growth projects in conflict environments and fragile and transitioning economies.
Consistent themes on projects which he has managed included – financial inclusion, competitiveness, improvements to the business, investment and trade enabling environments, trade facilitation, investment promotion, e-commerce, customs reform, and institutional development.
Consultant C.A.R: Mark Pearson
Mark L. Pearson has made the Central African Republic his home for the past 47 years.
He was the British Honorary Consul (2005-2017) and has held several administrative posts in the C.A.R. including Deputy Mayor of the town of Obo.
He assisted the U.S. Special Forces in the C A.R. as their Lead Cultural Advisor and Translator from 2011 to 2017.
He was decorated Commander of the National Order of Gratitude in 2021. Mark now resides in Uganda from where he commutes to the C.A.R
Director of Strategy and Risk Management: Delroy Willis
With over two decades of international experience, Delroy Willis specializes in protecting people, assets, and operations in high-risk and austere environments. He has led comprehensive security programs at both corporate and country levels across sectors, including international development, government contracting, and private industry. His expertise spans risk management, crisis response, compliance, operations and logistics management, program start-ups, and business continuity.
He has held senior leadership roles supporting the US government, and private sector programs in Africa, Asia, Middle East, LAC and Europe—delivering security solutions that enable mission success.
